Jeffrey “JJ” Jacquin, PE, with over two decades of dedicated service in PD&E and transportation engineering, brings a wealth of experience and expertise to our team. His background extends from providing preliminary engineering support to leading a diverse range of PD&E and Feasibility studies, including roadway, interchange, toll plaza, bridge, and roundabout projects.
JJ has played a pivotal role in serving clients such as the Florida Department of Transportation (FDOT), state and regional expressway authorities, various counties and planning organizations, and numerous private sector entities. As both Project Manager and Engineer of Record, he has demonstrated his proficiency in developing engineering concepts, assessing environmental impacts, estimating construction costs, and preparing essential National Environmental Policy Act (NEPA) and engineering documentation.
His commitment to excellence is further evidenced by his certifications as a Statewide Environmental Project Tracker (SWEPT), Long Range Estimates (LRE), and Efficient Transportation Decision Making (ETDM) coder for multiple FDOT districts. Currently, JJ provides invaluable in-house project management and re-evaluation support to the FDOT District One Environmental Management Office, ensuring that projects adhere to the highest standards of quality, efficiency, and environmental stewardship. With JJ’s leadership and expertise, our PD&E team is well-equipped to tackle the most complex challenges and deliver innovative solutions that exceed our clients' expectations.

PD&E PROJECTS

US 98 FROM WEST SOCRUM LOOP ROAD TO CR 54 PD&E STUDY & PRELIMINARY DESIGN IN LAKELAND, FLORIDA, FOR FDOT DISTRICT ONE

As the prime consultant for the PD&E study, the AIM team evaluated and documented the proposed two-lane to four-lane widening of 9.1 miles of US 98 from W. Socrum Loop Road to CR 54 PD&E in Polk County. The preliminary engineering and environmental analyses included typical section development, alternative alignment evaluations, roundabout feasibility evaluations, access management plan development, preliminary drainage analysis, natural and physical environmental impacts analysis, preliminary construction cost estimates, identification of right-of-way requirements and public involvement. AIM recommended roundabouts at two of the existing unsignalized intersections to increase safety within the corridor. AIM was also tasked with preparing Phase 2 final design plans using the Open Roads Design (ORD) software and the production of final right-of-way maps for use in developing the Design/Build Request for Proposal (RFP) Package. AIM completed the PD&E study and the preliminary design plans within an accelerated 18-month schedule.

ST. JOHNS RIVER TO SEA LOOP TRAIL GAP PD&E STUDY FROM LAKE BERESFORD PARK TO GRAND AVENUE IN DELAND, FLORIDA, FOR FDOT DISTRICT FIVE

FDOT contracted with AIM to complete a PD&E study to evaluate a multi-use trail in Volusia County that will close a 3.6-mile gap between existing trails within Lake Beresford Park to the south and the junction of Grand Avenue and Minnesota Avenue to the north in DeLand, Florida. The St. Johns River to Sea Loop is a 260-mile trail system that will link together several communities including St. Augustine, Daytona Beach, Titusville, DeLand, and Palatka. This project is part of a greater effort to close the trail gaps and complete the St. Johns River to Sea Loop. In addition to extensive engineering and environmental assessments, AIM led a comprehensive public involvement program that included coordination with public officials, business owners and residents. AIM staff made presentations to the St. Johns River to Sea Loop Alliance, Volusia County, River to Sea TPO, City of DeLand and the River of Lakes Heritage Corridor scenic highway organization. The project was funded through the Florida Shared-Use Non-motorized (SUN) Trail Program.

DISTRICT ENVIRONMENTAL MANAGEMENT OFFICE SUPPORT DISTRICT WIDE AND CONTINUING SERVICES CONTRACT FOR FDOT DISTRICT ONE

For almost two decades, AIM has provided PD&E and NEPA support services to FDOT, in many ways acting as an extension of FDOT staff. AIM’s initial involvement began on a district wide contract for FDOT District One valued at $1.5 million over five years. FDOT has awarded AIM with multiple renewals of the district wide contract. In 2015, AIM won FDOT’s first five-year/$5 million continuing services contract specific to PD&E/NEPA support services. In 2023, FDOT awarded AIM another five-year/$5 million continuing services contract to support District One’s Environmental Management Office on tasks that vary from developing original concepts and preparing project re-evaluations to reviewing concepts, reports, and cost estimates prepared by other companies. From engineering and environmental data collection to preparing improvement concepts, cost estimates, and project documentation, AIM has demonstrated its expertise and capabilities to assist FDOT and Florida’s local agencies in the disciplines of preliminary engineering, environmental analyses, public engagement, and project management.

An example of an assignment completed under a District One district wide contract is the I-75 Collector/Distributor Roadway Construction Staging Plan. AIM developed a financially feasible construction-staging plan for the implementation of the I-75 Collector/Distributor (C/D) roadway system between the Alico Road interchange and the Daniels Parkway interchange in Lee County. AIM created and evaluated six alternative construction staging plans. Each concept drawing identified the specific portions of the ultimate improvement concept that would be constructed during each individual construction phase, as well as the “existing” roadway improvements that would be present at the time of the next construction phase. AIM also prepared an overall construction staging summary graphic that denoted each of the individual construction phases with a separate color. AIM developed preliminary construction cost estimates for each individual construction phase associated with each of the six alternative staging plans. The team also estimated the total construction cost associated with each of the alternative staging plans.

I-75 PD&E and Design from Golden Gate Parkway

AIM is supporting FDOT’s I-75 widening project, improving capacity and safety along 18.5 miles between Golden Gate Parkway and Corkscrew Road. Construction begins in fall 2027.
