Meet the Practice Leader

Lee Flynn Image
Lee Flynn, PE, brings over two decades of Civil Engineering Consulting experience to his role as Group Manager and Company Principal at AIM. Starting as an Engineering Intern at the University of Florida, Lee has risen to oversee AIM’s CEI Group, leading over 50 professionals in providing CEI services statewide.

Lee's expertise spans overseeing diverse projects, including large contracts for FDOT and municipalities, federally funded initiatives, and various program-based projects. He serves as Principal-in-Charge for CEI contracts, having held roles such as Senior Project Engineer, Contract Manager, and District Engineer throughout his career.

Previously managing AIM’s Civil Engineering Design Group, Lee handled numerous public works projects, from design through construction management. With a focus on excellence and client satisfaction, Lee Flynn, PE, embodies AIM’s commitment to delivering top-tier engineering solutions.

CEI PROJECTS

SR 82 FROM GATOR SLOUGH LANE TO SR 29 IN COLLIER COUNTY, FLORIDA FOR FDOT DISTRICT ONE

AIM was contracted by FDOT District One to lead the CEI of the widening of 3.219 miles of SR 82 from a two-lane undivided highway to four lanes divided. The project’s improvements allow for a future six-lane roadway and include the construction of 5’-wide paved shoulders (to serve as bike lanes), a 54’-wide median, a 10’ multi-use trail on the south side, a 5’ sidewalk on the north side, and the existing stop condition with flashing beacon at the intersection of SR 29 to be converted to a roundabout.
This project was awarded the 2022 FTBA Best in Construction Award for Community Awareness.

SR 25 (US 27) FROM HENDRY/PALM BEACH COUNTY LINE TO SR 80 IN PALM BEACH COUNTY, FLORIDA FOR FDOT DISTRICT FOUR

The SR 25 (US 27) corridor is a major north-south trucking route that travels through several natural recreation areas for tourists interested in hiking, biking, fishing, and boating. Most of the project is in unincorporated Palm Beach County, with an urban section in South Bay. The rural section is primarily surrounded by agricultural land and is located at the southeast edge of Lake Okeechobee. In South Bay, US 27 is the main north-south route for the community.

AIM was contracted by FDOT District One to lead the CEI of the 12.6-mile safety improvement project that involved milling and resurfacing, outside shoulder widening to 10’, variable milling and overbuild, extensive guardrail (new and reset existing), sidewalk realignment w/ADA upgrades, signing and pavement markings, new signal at SR 80 with concrete strain poles, new pedestrian features, including new gates at railroad crossing, and highway lighting. The project also involves extensive coordination with eight utility companies as well as South Central Florida Express, Inc. (SCXF), the City of South Bay, John Stretch Park, South Bay RV Park, and US Sugar Corporation.

CORKSCREW ROAD WIDENING, PHASE I IN ESTERO, FLORIDA FOR LEE COUNTY DEPARTMENT OF TRANSPORTATION

AIM provided CEI for the 3.1-mile widening of a two-lane roadway to a four/six-lane roadway and associated improvements from Ben Hill Griffin Parkway through Bella Terra Boulevard. The project includes the removal, relocation, and installation of drainage, wildlife crossing, box culvert installation, MOT, roadway and utility construction, including 9,000 linear feet (LF) of pipe culvert, 1,200+ LF of elliptical pipe culvert, and 100+ drainage structures. There are 10 new signal steel mast arm assemblies with drilled shaft foundations. The project requires a great amount of public outreach due to the various housing developments, as well as a school and fire station within the project limits that require continuous monitoring and access. Under a JPA, Lee County Utilities will install a 16” force main as well as 24” and 34” water mains. There is approximately 1,200 LF of casing under the roadway, ranging from 10” to 42” in diameter. The utility owners on the project include FPL, TECO, CenturyLink, Crown Castle, Summit Broadband, Comcast, and Lee County Utilities.
